1月3日早晨，韩国高级公职人员犯罪调查处（公调处）调查人员乘车抵达总统官邸前，开始执行逮捕令。历经约5个半小时的对峙，当地时间13时30分，公调处暂停执行逮捕令。

当天清晨，公调处调查官分乘5辆车从位于京畿道的政府果川办公大楼出发，前往位于首尔龙山区汉南洞的总统官邸，计划对尹锡悦实施逮捕。为了执行这一任务，共派出30名公调处调查官和120名警察，共计150人。8时02分许，约35名调查官进入总统官邸正门。
